Permissions needed for Planning Room--ground of inquiry

This is a ground of inquiry, and the first message I have dispatched in almost a yahren.

It concerns the so-called "Planning Room," and inquires about the permissions needed for viewing its contents, posting messages in it, or the like--permissions I presently lack but suspect that I will need in the sectons and quatrons ahead.
